In this paper, we have proposed a model for the implementation of SP 1.1, “Estimate the Scope of the Project” by utilizing the practitioners’ different experiences of and opinions on such implementation. The model has four elements—, which are plan, create, review meeting, and rework/update—that help practitioners implement SP 1.1 effectively by providing advice. We have identified specific activities within each of these elements that need to be performed when estimating the scope of the project. The model’s initial evaluation revealed its ease of learning and using. It also satisfies stakeholders and can efficiently manage the process of estimating the scope of the project.
